Include “keep the current approach” when it is a real option. Respect alternatives the user has already excluded. Choose criteria before scoring, such as time to launch, reversibility, maintenance, or cost. Evaluate hard constraints separately: a good average score cannot compensate for failing one. Compare options over the same period and using consistent units. Separate confirmed costs, estimates, and unknowns. Do not invent precise scores or weights without explaining them. Check sensitivity: which uncertain assumption could change the winner? Use qualitative tradeoffs where estimates are unavailable. If evidence is insufficient, propose a small test that would distinguish the alternatives. Deliver one memo with recommendation and reason, alternatives, comparison, key risk, next step, and a revisit date or trigger. A recommendation does not authorize a purchase, signature, or publication.
